Do Outdoor Outlets Need a Weatherproof Cover for Halloween Decorations?

Yes. An outdoor outlet with a cord plugged into it needs a cover that keeps the rain out while the plug is in place, not just a flap that closes over an empty outlet. That kind of cover is called an in-use cover, or a bubble cover, and on an outdoor outlet exposed to the weather it is not optional under the National Electrical Code (NEC). The outlet also has to be on ground-fault protection. The two work together: the bubble cover keeps water away from the connection, and the GFCI cuts power in a fraction of a second if water gets in anyway. A plain snap-shut cover that only closes when nothing is plugged in does neither job once your decorations are running.

Before you buy a cover, know what the outlet is feeding. What the code actually requires

An outdoor outlet exposed to the weather sits in what the NEC calls a wet location. For 15- and 20-amp, 125- and 250-volt receptacles in a wet location, NEC 406.9(B)(1) requires an enclosure that is weatherproof whether or not a plug is inserted. In plain terms, the cover has to seal around the plug, not just over a bare outlet. When the cover is mounted on something standing up from the ground, like a post or a stake, it also has to be a listed cover marked "extra-duty."

The phrase "whether or not a plug is inserted" is the important part. It means a plain flap cover, the kind that only closes over an empty outlet, does not satisfy the code once your decorations are plugged in. There is no "only when nothing is plugged in" option for a standard 15- or 20-amp outdoor outlet; the in-use cover is the requirement, not an upgrade, and a display that runs for hours on its own is exactly where a flap cover leaves the connection open to the weather. (A separate rule, 406.9(B)(2), covers other, non-standard receptacles and draws an attended-versus-unattended distinction, but for the ordinary outdoor outlet your decorations use, 406.9(B)(1) already settles it.)

Why the cover and the GFCI are not the same thing

People sometimes assume that because the outlet is GFCI-protected, the cover does not matter. They do different jobs. The bubble cover is prevention: it keeps rain, sprinklers, and snow off the plug and the outlet face so water never reaches the connection. The GFCI is the backstop: it watches for current leaking to ground and cuts power in a fraction of a second when it detects a leak of only about 5 milliamps, well below what it takes to hurt someone. Outdoor receptacles at a home have to be GFCI-protected under NEC 210.8(A). You want both, because a wet connection can trip a GFCI over and over (which ruins your evening) and, over time, corrode and fail. Keeping the water out with the cover is what stops the nuisance trips in the first place.

A quick load check while you are at it

A cover keeps the connection dry, but it does nothing about how much you plug in. While you are at the outlet, add up the display so you are not overloading the circuit behind it. A typical outdoor outlet is on a 15-amp circuit, and a load that runs for hours should stay under 80 percent of that:

15 A circuit × 80% = 12 A working budget

Sample display: 4 A of lights + 2 A of inflatable blowers = 6 A

Watts = 6 A × 120 V = 720 W, about half the budget

That leaves room, which is what you want; the surge when an inflatable blower spins up needs the headroom. If your total is creeping toward 12 amps, that is the signal to split the display across two circuits rather than pack it all behind one covered outlet. The short version

  • Use an in-use (bubble) cover, not a flat snap cover. It has to seal around the plug while the decorations are running.
  • On a post or stake, the cover must be listed "extra-duty."
  • The outlet must be GFCI-protected too. The cover prevents; the GFCI backstops. You need both.
  • A flap cover is not enough. NEC 406.9(B)(1) requires the enclosure to stay weatherproof with the plug inserted, so it has to seal around the cord.
  • Check the load behind the outlet so a dry connection is not feeding an overloaded circuit.

If your outdoor outlet has only a flat cover, or no GFCI, replacing it is a small job for a licensed electrician and worth doing before the season, not after a trip in the rain.

NEC 2020. Weatherproof in-use covers for 15- and 20-ampere, 125- and 250-volt receptacles in wet locations are required by National Electrical Code (NEC) 406.9(B)(1) for the ordinary outdoor outlet, which must be weatherproof whether or not a plug is inserted, including the "extra-duty" marking for covers on enclosures supported from grade; 406.9(B)(2) applies a separate attended-versus-unattended rule to other, non-standard receptacles. Outdoor dwelling receptacles require ground-fault circuit-interrupter protection under NEC 210.8(A). The 80 percent figure for a load running three hours or more follows the continuous-load rule in NEC 210.20(A) and the Article 100 definition of a continuous load. A Class A GFCI is defined by UL 943 to trip on a ground-fault leakage of about 5 milliamps (nominal 4 to 6 mA). Watts equal volts times amps is basic power, not a code value. Your local jurisdiction's adopted edition governs.
