Cities and counties can layer amendments on top of the state code, run behind or ahead of the state's edition, or, in local-adoption states, enforce a different edition entirely. The enforceable code for any project is whatever the authority having jurisdiction issuing the permit says it is. Confirm the edition and local amendments with the AHJ before design or bid.
